Purpose

The Oneida Gaming Commission was established for the purpose of protecting the assets and integrity of Oneida Gaming through regulatory oversight of all Gaming Activities within the jurisdiction of the Nation.

Qualifications

1. Be at least twenty-one (21) years of age on the day of the election or on the day of appointment; AND
2. Candidates for election shall meet the following qualifications within five (5) business days after a caucus, and candidates for appointment shall meet the following qualifications on the day of appointment:
   (A) Be an enrolled member of the Nation;
   (B) Have a minimum of three (3) years of education experience, employment experience and/or regulatory experience in Gaming Operations related to Gaming Activity, Gaming law, Gaming control or regulation, or Gaming accounting or of any combination of the foregoing; and
   (C) Meet all other qualifications set forth in ONGO.

Meetings

The Commission meets the first (1st) and third (3rd) Monday of each month at 9:00 a.m. Meetings are held at the Oneida Gaming Commission located at 2669 W. Mason Street Green Bay WI, 54313.

The regular OGC meeting that was scheduled for Monday, September 16, 2024 will need to be rescheduled due to a lack of quorum. This meeting will be rescheduled for Monday, September 23, 2024 at 9am.

Purpose

The OLCC shall inform and educate the membership on the issues pertaining to Oneida Nation land claims, seek participation of the membership, and be further responsible for carrying out the following duties:

1. To bring forward concerns and suggestions of the membership regarding the Nation’s land claims to the Oneida Business Committee.
2. As part of its advisory procedures, to hold public meetings and undergo outreach to provide an opportunity for the membership to voice their concerns and suggestions regarding the Nation’s land claims settlement efforts and to share those concerns/suggestions with the Oneida Business Committee.
3. To study other Indian land claim settlements achieved between tribal, state, and federal governments and disseminate the information to the membership and the Oneida Business Committee.
4. To manage the budget that the Oneida Business Committee provides to the OLCC in accordance with governing laws and policies of the Nation.
5. To assist the Oneida Business Committee with any land claims arising out of natural resource issues/disputes as requested by the Oneida Business Committee.
6. To carry out all other powers and/or duties delegated to the OLCC through any laws, policies, rules and/or resolutions of the Nation.

Qualifications

Members of the OLCC must meet the following qualifications:

1. Be an enrolled member of the Oneida Nation;
2. Be eighteen (18) years of age or older;
3. Be able to attend all regular, joint, and emergency meetings;
4. Shall not be serving in the capacity of consultant, contractor, or attorney for the OLCC; and
5. Shall not have been terminated or removed from office of the OLCC within six (6) years of his or her application for membership.

The Oneida Land Claims Commission meets the first (1st) and third (3rd) Thursday of each month at 5:00 p.m. virtually via Microsoft Teams.

Purpose

The Commission was established for the purpose of managing the Nation’s land resources, with authority to carry out all the powers and duties as delegated under the following laws of the Nation:

1. The Real Property law;
2. The Leasing law;
3. The Building Code;
4. The Condominium Ordinance;
5. The Zoning and Shoreland Protection law;
6. The Eviction and Termination law;
7. The Landlord-Tenant law;
8. The Mortgage and Foreclosure law;
9. The Cemetery Law; and
10. All any other delegating law, policy, rule and/or resolution of the Nation.

1. Be a member of the Oneida Nation;
2. Be a resident of Brown or Outagamie County;
3. Be at least eighteen (18) years of age or older; and
4. Not be employed within the Nation’s Audit Department, Finance Department, Law Office or other department associated with items (a) – (j) in section 1-3 of these bylaws; as a Division Director or Area Manager for the Nation; or as an independent contractor for Land Management or any other department of the Nation associated with items (a) – (j) in section 1-3 of these bylaws.

Purpose

Pursuant to Section 46.82(4)(a) of the Wisconsin Statutes, the Oneida Business Committee established ONCOA as the advisory and policy development board for the Nation’s Tribal Aging Unit, known as Oneida Elder Services, to be knowledgeable and supportive of all programs and services that can meet the needs of the Nation’s Elders and to carry out the powers and duties delegated under Wis. Stat., § 46.82.

Mission

Oneida Nation Commission on Aging advocates for all services that place priority on the well-being of our Elders.

Purpose, Duties and Responsibilities

The Oneida Nation School Board has the charge of setting direction for the educational leadership of the students attending the Oneida Nation Schools, and the planning for future educational development. Within that responsibility  rests the authority to oversee and plan for the academic and cultural growth of the students and Tribal institutions. Within the authorities set out by the General Tribal Council pursuant to Section 1(h) of Article IV of the Constitution of the Oneida Nation, and the agreements contained within the Memorandum of Agreement, the Oneida Nation School Board exists to ensure compliance of the school with Tribal initiatives and planning, the community’s desires, and the sound academic practice.

The Oneida Nation School Board’s objectives shall include, but are not limited to:

• The monitoring of school operations and development, ensuring compliance with sound academic practice and consistency with community priorities and Tribal initiatives and planning.
• Approval of all curriculum developed and implemented for use within the Oneida Nation Schools, ensuring quality academic instruction incorporating Oneida cultural tenets.
• Direct involvement in the process of personnel matters, as prescribed in the Memorandum of Agreement, ensuring the maintenance of quality staff and policy benefiting the harmony of the staff and ultimately the students of the school.
• Review and endorsement of all contracts, grants, and proposals relative to the school’s operation and funding, and submission of same consistent with the Oneida Tribe’s funding cycles, ensuring a level of funding for the school consistent with its developmental and operational needs.
• To meet with the Oneida Business Committee and to negotiate any disputes which may arise between the Committee and the Board, ensuring the continued carrying out of the Board’s charge and the benefits which must accrue to the students.
• To conduct, or cause to be conducted, long and short-range planning for the development of educational programming for the students attending Tribal-specific programs of study.
• To report to the Oneida Business Committee and the Oneida General Tribal Council on a regular basis, apprising the Tribal leadership of the school’s progress and current issues.

Qualifications

• Be at least eighteen (18) years of age;
• Be and enrolled member of the Oneida Nation.
• At least four (4) of the nine (9) members must be parents/guardians of a student enrolled in an educational program that qualifies under
  the Oneida Nation School System; and
• Have passed an Annual Care Giver Background Check (State of Wisconsin Form F-80264).

Purpose, Duties, and Responsibilities

• Administer the Emigrant NY Indian Claims Award Docket 75 Trust Fund known as Elderly Per Capita, Higher Education and General Welfare Trust a/f/k/a the Elderly Per Capita Payment Distribution Fund and Oneida Trust Scholarship Fund; 
• Administer the Minors Trust Per Capita Trust Funds;
• Administer the Language Revitalization Fund;
• Administer the Per Capita Endowment Fund and any other trusts which may be created;
• Monitor funds held in the name of the Oneida Nation and the BIA;
• Exercise exclusive control of the investment and collection of principal interest and investments of all monies deposited in, and income derived from, all Oneida Tribe endowment fund accounts; maintain the official roll of the Oneida Nation;
• Approve new applications for enrollment; and
• Supervise the Oneida Trust Enrollment Department.

Qualifications

• Shall be an enrolled Oneida Tribal Member who is eligible to vote in tribal elections.
• Shall live on or near the reservation (within the external boundaries of the Oneida Reservation or in a surrounding community).
• Shall have the ability to honorably protect and uphold the purpose of the Oneida Trust Enrollment Committee with integrity, diligence and foresight.
•  Must be able to obtain a fiduciary bond.
