Purpose, Duties, and Responsibilities

Oneida ESC Group, LLC (OESC) is a family of companies owned by the Oneida Nation that delivers customer-focused engineering, science, and construction services worldwide. Our family of companies include: Oneida Total Integrated Enterprises (OTIE), Mission Support Services (MS2), General Mechanical Corporation (GMC), Sustainment & Restoration Services (SRS), Oneida Engineering Solutions (OES), Oneida Professional Services (OPS) and 1822 Land and Development Company of Oneida (1822).  The purpose of OESC shall be as a for-profit business.

   

Qualifications

  • Indian Preference will be followed.
  • Education and Experience: Must have obtained a Bachelor’s degree or a more advanced degree from and accredited college or university in all diversified fields with 10 years of management experience. However, the technical field of civil engineering, environmental, construction or any related field is strongly preferred, One of the three Board Members should have the above technical education and experience background. If the number of Board Members is increased, a minimum of 1/3 of the Board Members should have the above technical education and experience background.
  • Managers cannot:
    a) be an owner, manager, employee consultant or Board member in or to a business engaged in a line of business similar to the Company-i.e., environmental, remediation, construction, engineering, and emergency response services, or a related business, e.g., a supplier or equipment provider, or serve on the board of directors of any similar or related business-unless the other Company is also owned by Oneida Nation ; or
    b) be and employee of a government agency that is a client of the Company; or
    c) in the past two years have been employed by a government agency or have been and independent consultant/contractor conducting business on behalf of a government agency that has competition and no conflict of interest is proven.  For the purpose of b) and c), the Oneida Nation shall not be considered to be a government agency.
  • Conduct: The Managers cannot have been convicted of, or have pleaded guilty to a crime involving dishonesty or breach of trust, or a crime which would be a felony under current, applicable law.  The Managers must be well regarded in the Tribe and have long-term reputation for the highest ethical and moral standards.

Press Release – Oneida Nation Appoints Interim Member for Oneida Engineering Science and Construction Group

(Oneida Reservation, Oneida WI) –

Today the Oneida Nation’s Business Committee completed follow up steps in its condemnation of the contract between Oneida-Stantec JV, LLC and the Immigration and Customs Enforcement (ICE) agency by replacing the Oneida Engineering Science and Construction Group’s Board of Managers with an Interim Board Manager, Debra Powless who is the Nation’s Director of Commerce Development.

The OBC also adopted two resolutions which provide further policy guidance to the OESC Group and require all of the Nation’s corporations to adopt a Corporate Social Responsibility Policy.

Taking this action is a step to ensuring that the future OESC Group Board of Managers and other Nation owned corporate boards practice due diligence in their roles, and active communication with their Nation assigned liaisons,” said Chairman Tehassi Hill.

Press Release – Oneida Nation Resolves Questions Around Entering Contracts Associated with Immigration and Custom Enforcement Activities.

For Immediate Release: December 31, 2025

(Oneida Reservation, Oneida WI) –

Two days ago, the Oneida Nation Business Committee became aware that Oneida-Stantec JV, LLC, a recognized federal contractor, was recently awarded two agreements with Immigration and Customs Enforcement (ICE).

Oneida-Stantec JV, LLC, is a joint venture between Oneida Environmental (OE) and Stantec. OE is a tribally owned SBA certified 8(a) business that performs a variety of contracted functions for federal contractors, including Natural/Cultural Resource Assessment and Management. Services include engineering and inspection services intended to ensure safety, quality, and compliance in federal facilities that may be occupied by individuals. OE is a subsidiary of Oneida Engineering Science Construction Group (OESC). OESC is an independent corporate entity wholly owned by the Oneida Nation.

The Oneida Business Committee met with the OESC leadership after the Oneida Nation became aware that OE-Stantec JV, LLC entered into agreements associated with ICE detention facilities. The Oneida Business Committee and OESC leadership discussed the Oneida Nation’s values, shareholder expectations, and the ramifications this joint venture’s role in the development of an ICE detention facility may have on those core values.

The Oneida Business Committee condemns OESC’s action to enter a contract for ICE facilities and we believe such actions hinder teaching our values to the next seven generations if its employees, representatives, or corporations do not abide by those values today. OESC leadership will meet to consider the Nation’s concerns. Looking forward, and to provide clarity of the Nation’s position, the Oneida Business Committee adopted a resolution indicating the Nation requires its divisions, entities, and tribal corporations to disengage from grants, agreements, or contracts that involve Immigration and Customs Enforcement.

“Passing this resolution is an initial step to implementing clarity about the Nation’s expectations that our employees, representatives, businesses, and tribal corporations align with our core values. The Oneida Business Committee will consider other appropriate steps needed to prevent future misalignment with balanced measure using our Good Mind Principles,” said Chairman Tehassi Hill.

Oneida Golf Enterprise

Purpose

Oneida Golf Enterprise (OGE) d.b.a. Thornberry Creek at Oneida (TCO) is a wholly owned corporation of the Oneida Nation of Wisconsin, purchased in 2009. TCO is a 27-hole premier golf facility located in Oneida, Wisconsin on 308 acres. TCO offers entertainment through an award winning 27-hole golf facility, many dining options in the sports pub and an expansive 7000 square foot ballroom for corporate, wedding and social events.

Oneida Youth Leadership Institute

Purpose, Duties, Responsibilities 

The purpose of the Oneida Youth Leadership Institute is to operate and support programs and activities which promote leadership qualities in Oneida youth, and to solicit charitable donations to fund such programs and activities.

Qualifications

Directors must meet the following qualifications: 

  1. Be at least twenty-one (21) years old;
  2. Have a high school diploma, high school equivalency degree, or general education development certificate; 
  3. Have fundraising experience and either a) experience in management, business administration, youth services or law, or b) a bachelor’s degree;
  4. Have the ability to obtain a fiduciary bond; and
  5. Have the ability to exercise sound judgment in matters relating to OYLI’s purpose.
