Important Updates to GTC Meeting Logistics

To improve safety, reduce congestion, and enhance the overall meeting experience, several updates are being made to General Tribal Council (GTC) meeting logistics. 

These updates were developed in collaboration with meeting organizers, Security, and Oneida Casino Hotel staff to support safer movement throughout meeting spaces before, during, and after GTC meetings. 

Please review the following information before attending future meetings. 


Overflow Room Exiting Changes 

The Iroquois Complex overflow room will have a new exiting procedure for members receiving stipends. 

The current exit process has created congestion and bottlenecks during the conclusion of meetings. To improve traffic flow and create a safer exiting experience, the stipend exit route is being relocated. 

What Is Changing? 

Members receiving a stipend will now exit through the Tuscarora doors located at the front of the Iroquois Complex overflow room. 

After exiting through the Tuscarora doors, members should turn left and proceed to the stipend checkout area. 

Staff, signage, and guided traffic controls will be in place to assist attendees. 

What Is Not Changing? 

The gift card exit process remains the same and will continue to operate using the current exiting route. 

Signage will be posted inside the overflow room to clearly identify which exit should be used for stipends and which exit should be used for gift cards. 

 


Changes to 3 Clans Room Access During Meetings 

To improve safety and attendee movement during meetings, access to and from the 3 Clans meeting space will be limited while the meeting is in session. 

During the Meeting 

Access will be limited to the following door locations: 

  • Northeast Corner Doors 
  • Southeast Corner Doors 

These entrances are located closest to the restroom areas and will provide controlled access during the meeting. 

Security personnel will assist attendees and help direct traffic as needed. 

Emergency Access 

This change does not affect emergency exits or emergency response procedures. 

All emergency exits will remain available and accessible if needed. 


Check-In Line Formation Procedures 

A new check-in line formation procedure is being implemented to improve safety, crowd control, and traffic flow around meeting registration areas. 

In the past, attendees have occasionally arrived several hours before doors opened, resulting in crowded hallways and congestion throughout the facility. 

New Procedure 

Check-in lines may begin forming 30 minutes before doors open. 

Attendees should not plan to line up hours in advance of a meeting. 

Security staff will monitor registration areas and may ask attendees to disperse until the designated line formation time. 

These adjustments are intended to: 

  • Improve attendee safety 
  • Reduce hallway congestion 
  • Maintain clear access routes throughout the facility 
  • Create a more organized registration experience 

Members are encouraged to watch for future meeting announcements that will include specific line formation times. 


Why These Changes Are Being Made 

The goal of these updates is simple: create a safer and more organized experience for everyone attending GTC meetings. 

By improving crowd movement, reducing bottlenecks, and providing clearer traffic flow throughout meeting spaces, these adjustments will help attendees move more efficiently before, during, and after meetings.
