COVID-19 Emergency Assistance

Dear Oneida Nation Members:

Comprehensive Housing Division (CHD) has received special Indian Housing Block Grant – Coronavirus Aid, Relief, and Economic Security (IHBG-CARES) funding that is specially focused on the response and relief of COVID-19 impacts.

COVID-19 has economically hit many families hard with added expenses and loss of employment as a result of COVID-19. The backend result is families may be having difficulty in paying rent, mortgage, or at risk of eviction or foreclosure based on nonpayment.

On May 27, 2020 the State of Wisconsin Executive Order #15, Temporary Ban on Evictions and Foreclosures ended. With the end of the order it is highly expected landlords and lending agencies will place pressure on the need to pay or become current.

Comprehensive Housing Division has developed some temporary programs with IHBG-CARES funds designed to aid those at risk of eviction, foreclosure, or utility disconnections.

•     COVID-19 Mortgage Assistance
•     COVID-19 Utility Assistance

*All COVID-19 Assistance Programs subject to availability of IHBG-CARES funding. This assistance is separate from CHD Rent/Mortgage Forgiveness that has been implemented for the months of April, May, June, and July 2020.

Some of the key criteria for each program:
•     At least one household member is enrolled Oneida
•    Second priority of households with enrolled member from other federally recognized tribes
•    Assist those currently residing within Brown and Outagamie Counties
•    Household income not to exceed 80% of Outagamie County Area Median Income
•    Verification of rent status, mortgage status, and/or utility status is required
•    Assistance provided to one person per household
•    Payments made directly to landlord, lending agency, and/or utility provider

Maximum Annual Household Income Levels are as follows:

COVID 19 RentMortgageUtility Assistance Application

COVID-19 Emergency Rental Assistance

Comprehensive Housing Division (CHD) would like to provide rental assistance to Oneida families within Brown and Outagamie Counties that have been economically impacted by COVID-19 and unable to be served through assistance provided by Oneida Economic Support, by assisting with rent owed to private and property management landlords in effort to prevent eviction and homelessness.

 

Program Criteria:           
•     At least one household member is enrolled Oneida
      o Second priority of households with enrolled member from other federally recognized  tribes
•    Assist those currently residing within Brown and Outagamie Counties
•    Household income not to exceed 80% of Outagamie County Area Median Income
•    Rent status verification from landlord required and/or demonstration of interruption of income
•     Assistance provided to one person per household
•     Payments made directly to landlord

Eligibility:
•    Must be enrolled Oneida or Other Federally Recognized Tribe residing in Brown or Outagamie County
•    Must have a valid landlord (no family members)
•    Must have past due rent and/or recent interruption of income resulting in nonpayment of rent

COVID-19 Emergency Mortgage Assistance

Comprehensive Housing Division (CHD) would like to provide mortgage assistance to Oneida families within Brown and Outagamie Counties that have been economically impacted by COVID-19 and unable to be served through assistance provided by Oneida Economic Support, by assisting with mortgage payments owed to private lending agencies in effort to prevent foreclosure and homelessness.

 

Program Criteria:
•     At least one household member must be enrolled with the Oneida Nation
      o Second priority of households with enrolled member from other federally recognized tribes
•    Assist those currently residing within Brown and Outagamie Counties
•    Household income not to exceed 80% of Outagamie County Area Median Income
•    Mortgage status verification from lending agency
•    Assistance provided to one person per household
•    Payments made directly to lending agency

Eligibility:
•    Must be enrolled Oneida or Other Federally Recognized Tribe residing in Brown or Outagamie County
•    Must have a valid mortgage (no family members or foreclosure)
•    Must have recent interruption of income or financial hardship resulting in nonpayment of mortgage
•    Must be referred to CHD from Oneida Economic Support

COVID-19 Mortgage Assistance Program subject to availability of IHBG-CARES funding. This assistance is separate from CHD Rent/Mortgage Forgiveness that has been implemented for the months of April, May, June, and July 2020. 

COVID-19 Emergency Utility Assistance

Comprehensive Housing Division (CHD) would like to provide utility assistance to Oneida or other federally recognized tribes that reside within Brown and Outagamie Counties that have been economically impacted by COVID-19 and unable to be served through assistance provided by Oneida Economic Support, by assisting with payments owed to utility providers to address property liens, disconnections, and notices of disconnection.

 

The local utility suppliers are as follow:
•     Wisconsin Public Service
•     WE Energy
•     Green Bay Water Utility
•     Oneida Utilities
•     Hobart Water Utility
•     Propane vendors
•     Fuel Oil vendors

Program Criteria:
•     At least one household member is enrolled Oneida
       o Second priority of households with enrolled member from other federally recognized  tribes
•    Assist those currently residing within Brown and Outagamie Counties
•    Household income not to exceed 80% of Outagamie County Area Median Income
•    Utility status verification from an applicable utility provider demonstrating delinquent         balances of forty- five (45) days or more
•     Assistance provided to one person per household
•     Payments made directly to utility provider/vendor

Eligibility:
•    Must be enrolled Oneida or Other Federally Recognized Tribe residing in Brown or Outagamie County
•    Must have past due utilities and/or recent interruption of income resulting in nonpayment of utilities
•    Must be referred to CHD from Oneida Economic Support
